Dignics 09C vs Hurricane 3 National
This is the modern “tacky forehand” fork. Hurricane 3 National is a selected sticky Chinese sheet, usually boosted in Europe. Dignics 09C is a factory-tensioned, stickier Butterfly topsheet on Spring Sponge X that you do not boost.
Combined figures here are unboosted / factory. After booster, National is a different rubber — heavier spin, more speed, a throw you only learn with that sponge. 09C is consistent out of the wrapper.
National if you already boost and want the Chinese national-team forehand. 09C if you want grip with built-in catapult and no booster routine. They are not substitutes; they are two answers to the same search.

Verdict
Boosted National is the Chinese weapon. 09C is the Butterfly hybrid that tries to get you there without a boosting calendar.
